Iowa Workforce Development is committed to providing assistance to those seeking access to open public government records created by or in the legal custody of our agency.  Individuals seeking records from another agency not in our legal custody should contact that agency directly. Any person may submit their request to examine and copy an open public government record created by or in the custody of the Iowa Workforce Development through the Iowa Open Records Portal.

When submitting your request, be sure to detail exactly which records you want. Try to be as specific as possible with your search terms to ensure that you receive what you are seeking. For example: 

  • “I would like copies of all correspondence between specific members of an agency staff and another organization from June 10, 2016 through December 1, 2016.”
  • "I would like copies of my entire unemployment insurance file."
  • "I would like copies only of the most recent claim for unemployment insurance that I filed."
  • "I would also like copies of my unemployment insurance appeal file."  

Staff will follow up as necessary to help refine the search terms  once a request is submitted on the Open Records Portal.

Contested case decisions, ruling, or orders and any entered exhibits are public records.  The department shall hold confidential the information obtained from an employing unit or individual in the course of administering this chapter and the initial determination made by a representative of the department under section 96.6, subsection 2, as to the benefit rights of an individual. The department shall not disclose or open this information for public inspection in a manner that reveals the identity of the employing unit or the individual, except as provided in subparagraph (3) or paragraph “c”. Iowa Code § 96.11(6)(b)(1); 20 CFR 603.   Confidential information for an individual may be disclosed with a signed waiver by that individual.

Submit a Records Request

All expenses of the examination and copying of open public government records shall be paid by the person submitting the request in advance before records will be provided. The following fees apply:

Photocopy of agency records   .25¢ per page
Scanned copy of agency records   .25¢ per page 
Copies of digital recordings (provided on compact disc) $10.00 per disk

Search/Supervision/Copying Fee · The fee is based upon the hourly salary/salaries of the employee[s] involved. The fee is charged to search or copy records or supervise others who search or copy records. Charges will be made of actual time spent. Copy fees do not include the time required by staff to copy or supervise copying.

Postage · The agency will charge the actual costs to mail any requested material to the requester.

Copy/Information Request Form · To obtain confidential information a requesting party must show entitlement to such information under Iowa Code § 96.11(6).  

Payment · If a person or entity has failed to pay a prior bill for fees within 30 days after invoicing by this agency, the agency may not process any further requests until the unpaid bill is satisfied.  All accounts not paid within 90 days will be closed to further activity until paid in full.
